They are not mentioned anywhere in the Internet, with two exceptions: the article from The Telegraph you have quoted (reproduced in a number of other newspapers) and <A HREF="http://www.state.gov/g/drl/rls/hrrpt/2004/41704.htm" REL="nofollow">the 2004 report on human rights practices in Russia</A>.
